Indoor Rules

If any rule is not covered or there is confusion the Convenor's decision will prevail.

THE BALL

Only an outdoor ball will be permitted within the leagues and tournaments.

The ball shall be size 5 and both teams shall have a ball satisfactory to the Referee, available for all games. The first named team in the schedule shall be designated the Home team and shall be responsible for providing the game ball. The opponents will provide a back up ball. The facility is not responsible for balls stuck in the ceiling or rafters and/or stolen balls.

GAME

Games must start and finish on time and team must be ready to play at least 15 minutes prior to the scheduled kick off time. A minimum of four players is required to start a game. If a team cannot provide the minimum number within 15 minutes of the scheduled kick off time, they may forfeit the game by a score of 3-0.

Unlimited substitutions shall be allowed on the fly or at any stoppage of play. Substitutions will only be allowed between the white lines between the halfway line. Any abuse of this rule could result in a two minute penalty.

THIS RULE WILL BE STRICTLY ENFORCED.

No slide tackles will be allowed; this rule is to the interpretation of the referee only.

PLAYERS EQUIPMENT

The player's equipment shall consist of a regular uniform with numbers on the shirt that correspond to the number on the team sheet. It is mandatory for all players on the team to have the same shirts with different numbers.

The number shall be of contrasting colour to the shirt. Footwear shall be running shoes type of indoor soccer shoes, all without cleats. The goalkeeper must wear colours that distinguish him from the other players on both teams.

In the event of a clash of colours in the uniforms a toss of coin will determine who will change to alternate of wear cover-ups.

SHINGUARDS ARE MANDATORY DURING ALL GAMES.

TEAM SHEETS

A team sheet must be completed by each team and handed to the referee prior to the start of the game or a two minute delay of game will be assessed to the offending team. Each player's full name must be listed together with the shirt number he is assigned. The team sheet must be signed by a team official.

DURATION OF GAME (LEAGUE)

The duration of the game shall be of two equal periods of 25 minutes, unless otherwise specified. Games starting late may have the time reduced. At half time the interval shall not exceed five (5) minutes, except by the consent of the Referee.

START OF PLAY

The game shall commence from the centre circle and the ball can be played in any direction. Ball will be kicked in when the ball crosses the sideline.

FREE KICKS

All free kicks are indirect. Players who encroach within 6 feet of the kicker may be cautioned by the Referee.

PENALTY KICKS

Penalty kicks during regular or overtime shall be taken from the penalty spot. The kick shall be taken by anyone on the game sheet for that game.

DISCIPLINE

For a minor infraction - the player will serve a two minute penalty at the discretion of the referee.

THE PLAYER MUST SERVE THE FULL TWO MINUTES.

RED CARDS - Decisions made by the disciplinary committee will be final and no further appeal will be considered.

If a player is given a red card, they shall leave the playing area immediately.

If a player is given a red card, they will be fined $25 for the first offence and serve a one game suspension payable to the league before the next match. A second offence will be $50. If a third offence is committed during a regular season, the player will be ejected from the league without a refund.

ANY UNPAID FINES WILL BE STRICTLY ENFORCED. FINES MUST BE PAID BEFORE THE NEXT MATCH OTHERWISE YOU WILL NOT PLAY. NO EXCEPTIONS.

If a goalkeeper receives a two minute penalty, his time may be served by another player on the field. For a red card, he will be ejected from the game and will not be allowed to come back to play.

EACH TEAM WILL BE RESPONSIBLE FOR THE BEHAVIOUR OF THEIR SPECTATORS. ALL FINES INVOLVING SPECTATORS WILL BE THE RESPONSIBILITY OF EACH TEAM CONCERNED.

ANY PLAYERS OR OFFICIALS INVOLVED IN AN ALTERCATION WILL BE SUSPENDED FOR THE REMAINDER OF THE LEAGUE AND PLAYOFF SEASON.

REFEREES

A referee will be appointed to officiate each game. He shall enforce the laws of the game and his decision at time of game shall be final. He must complete the game sheet at the end of each game and reporting in writing on the reverse side of any discipline problems occurring during the game.

WE WILL NOT TOLERATE ANY ABUSE TO REFEREES OR LEAGUE OFFICIALS AT ANY TIME. THE REFEREE'S DECISION OR INTERPRETATION IS FINAL.

PROTEST FOR LEAGUE GAME

Any protest must be submitted in writing to the League Convenor within 24 hours from the end of the game. The league decision is final; there will be no other appeal.

NO SHOW AND DEFAULT

A team not fulfilling its commitment or failing to show up for a game will be fined $100.00. Failure to pay the fine will result in the team management and players being suspended, until the fine has been paid.

Any team who defaults two games will be expelled from the League and all points on record will be deleted.

PLAYOFFS

The top 4 teams in each division will make the playoffs; there will be no cross-over games. (1st vs 4th and 2nd vs 3rd)

Sportsmanship

JLSOCCER is committed to providing a safe environment for all players, staff and officials. Any players who do not fall in line with these rules will run the risk of being removed from the league. JLSOCCER also fines players $10 for Yellow Cards and $20 for Red Cards. Fines are in place to keep players in line with the rules for each individuals safety. Emotions can run high in soccer, but every player is expected to think before they act.

Please keep in mind that though our referees are certified, sometimes there may be mistakes in a call. This is something that cannot be avoided even at a professional level of soccer. No game in soccer is perfectly officiated in anyones eyes because every player has their own opinion, or may not know the official rules of the game. It is NOT a players job to tell the referee how to run a game. This conduct will not be tolerated. A referee is there to make sure that players fall in line with the rules and to keep the game running on time and as smooth as possible. Time will not be wasted arguing over a call. A referee may choose to change a call or consult with linesmen. Please be patient and calm while an issue like this is sorted out.

During a game, the only person in charge is the referee. JLSOCCER staff will NOT interfere with any referee decisions. If you have any concerns or suggestions please wait until after a match to discuss any issues or contact us by email.

Uniforms & Equipment

  • All players MUST wear shin guards or the referee has the right to remove a player from the field.
  • All team members must wear their uniforms, or the same colour, excluding the goalie.
  • Goalies must wear a jersey colour that is different from their own team and the opposing team.
  • A player must not use equipment or wear anything that is dangerous to himself or another player (including any kind of jewellery).

Yellow & Red Cards

  • FIGHTING IS STRICTLY PROHIBITED! Any players caught fighting in or outside the field will be immediately removed from the league with NO REFUND. If a team is involved in a fight, the entire team will be removed from the league with NO REFUND. Team captains are in charge of their team and are expected to keep their players in check.
  • Spitting, unneccessary roughness, swearing or touching an offical will result in an automatic ejection of that player.
  • A Red card is grounds for a 1 game suspension.
  • 2 Yellow cards are equivalent to a Red card which results in a 1 game suspension.
  • If a player receives a card, payment must be made the next returning game before the start of the game. Otherwise, you will not be allowed to play. Forgetting, or any other excuse will not be tolerated. If the fine is not paid, you will not play. Period.
  • Refusal to pay will result in permanent suspension until all fines are paid.

Substitutions

Teams are allowed unlimited substitutions, but they inform the referee and wait for their approval. Teams must organize their own substitutions. For players who are apart of a team made up of small groups and individual players, ideally subs should take place every 5-10 minutes. Players who do not co-operate with subbing will be warned and if there is a reoccurance, they will be issued a Yellow card. Please try to be fair to one another.

Gameplay

  • Games will follow FIFA rules.
  • There is absolutely NO SLIDE TACKLING! Players who intentionally slide tackle a player with intent to harm them will receive a RED CARD and a 1 game suspension. If there is a reoccuring issue, JLSOCCER has the right to remove a player from the league.
  • A grace period of 15 minutes is given to a team to field at least 4 players including a goalie for a game to start. Otherwise, the game will count as default and an exhibition game will be played. Default games will count as a 3-0 win.
  • All players are expected to shake hands after a game.
  • A team needs at least 4 players on the pitch to start a match.
  • Games will be 2 25 minute halves with a short break in between.
  • The decisions of a referee regarding facts connected with play, including whether or not a goal is scored and the result of the match, are final. The referee may only change a decision on realising that it is incorrect or, at his discretion, on the advice of an assitant referee or the fourth official, provided that he has not restarted play or terminated the match.
  • The entire ball must be out of bounds to be consider out of play.

Final Note

JLSOCCER does not permit any players who are not on a teams roster to participate in a game. These players have not signed a waiver, may not be aware of the rules and pose as a liability. If a team is caught with a none roster player, the captain will be issued a Yellow Card and the player will be ejected from the game. There are no exceptions to this rule, even if your team is short one player to start a match.

JLSOCCER holds the right to replace players who do not show up to more than 3 games with NO REFUND. This is to ensure that there are enough players for each match.

Teams may not replace any roster players without informing JLSOCCER. All players must have submitted a signed waiver prior to stepping foot on a pitch. Any player caught giving false information or identity to a referee regarding Yellow & Red Cards will serve a 1 game suspension.
